Program Analyst II / Operations Support

This position is located within the Bureau of Diplomatic Security.  The individual in this position will serve as a Program Analyst II / Operations Support for the Office of Security Technology’s (ST) Identity Management (IDM) Program. 

Duties and Responsibilities:

This position will provide program analyst and help desk support to the GS-13/14 Identity Program manager.  This job may entail leading a team of 3-5 people.  The job requirements include the following:

  • Serve as Tier 1 and Tier 2 support for Identity Management tickets notifications
  • Track completion of monthly tickets
  • Help provide assistance with password resets
  • Assist with enrollment and issuance of PIV badges
  • Track /determine improvement processes for the operations center
  • Maintain PIV Card inventory documentation
    • Serial numbers and where shipped
    • Card receipt documents
    • Card lost, stolen and destroyed reports
    • Assist in setting up enrollment and issuance stations
    • Attend briefing on upcoming deployments pertaining to One Badge

SUBJECT MATTER EXPERT/Tactical Coordinator for High Threat Posts (HTP)

The SME will provide advice to the Department of State, Bureau of Diplomatic Security/FSB Section Chief for Logistics, to help support supply chain management using Computer Maintenance Management System (CMMS).  FSB anticipates that the Supply Chain effort in support of HTP will increase dramatically over the next few years and the contractor will be responsible for anticipating and responding to management of these HTP orders.

The Tactical Coordinator, in this position, shall possess the following educational requirements, background, experience and specific qualifications: 

  • A minimum of 20 years’ experience in the overseas/domestic security technology fields, law enforcement, and/or logistics.
  • Five years must be directly involved at the senior management level of security programs.
  • A Bachelor’s degree in security related field, IT, logistics, or engineering is mandatory.
  • Must have a secret level clearance with ability to obtain top-secret clearance.  Active TS is a plus. 

Duties include:

  • Assist in the preparation of Performance Quality Assurance contract-produced documentation, including:  Quarterly Activity Report (QAR), Quarterly Performance Report (QPR), Diplomatic Security Planning Structure (DSPS), Security Technology lnternal Program Plan (STIPP), Mid-Year Review, Shark Week, End-of-Year presentations, and Front Office taskings.
  • Provide research and input for SOPs, reference guides, action reports and progress reports. Consolidating various points of data for weekly and quarterly activity /performance reporting.
  • SharePoint administration to include uploading and deleting office/COR files. 
  • Monitoring all CMMS Purchase Requisitions that support HTP posts.  This would include tracking quoting, approvals, deliveries and shipping. 
  • Coordinating all Property Management tasks associated with HTP orders in CMMS to insure property accountability.
  • Responding to all CMMS Work Order requests and other formatted requests for information regarding CMMS orders for HTP.
  • Coordinating between the various ST Divisions on HTP orders to ensure that resources are utilized to the fullest extent possible.
  • Assisting the FSB technical staff with new CMMS item master entries for equipment and supplies that appear on HTP orders.
  • Assisting the FSB technical staff with writing detailed technical specifications for new catalog entries.
  • Other duties include tech review for all HTP CMMS orders, insuring that all HTP orders are received in CMMS, assist in verifying invoices from the Supply Chain contractor on all HTP CMMS orders and providing management with timely status reports on all HTP CMMS orders.

Tier II Support/Deployment Coordinator

The Tier II position will be the second point of contact for the customer service requests that are moved out of the Tier 1 support group. The position requires a general understanding of Enterprise Asset Management with security equipment, troubleshooting and customer service techniques to resolve problems. Problems that require Tier 3 support will be assigned by the Tier 2 Support person to the group responsible for the area of the reported problem. The Contractor shall possess the following skills: (1) must be organized, timely and able to remain focused and calm in pressure situations; (2) strong experience supporting software applications and/or technical networks; (3) strong understanding of Enterprise asset management systems and related applications; (4) knowledge of IBM’s Maximo is preferred; and (5) excellent communication skills. The position includes the following responsibilities:

  • Utilize support systems, tools and technical techniques, and functional knowledge to remotely resolve customer problems in the areas of purchasing and asset tracking.
  • Ensure the customer’s entitlement of services, be capable of remotely deliver solution and, when appropriate, verify resolution of a customer’s problem.
  • Develop SOPs for repeating issues and provide solutions to Tier I support groups for distribution to the CMMS user community.

The Program Analyst l will be required to:

  • Audit all monthly invoices (Time and Material/T&M, Firm, Fixed Price/FFP, Supply Chain Management/SCM) for accuracy and apply against annual budget, also coordinating with DS/C/ST Program Resource Operation Support (PROS) office to ensure timely processing and payment.
  • Provide contract administrative support to selected office for the contract that supports the office selected to support, to include org charts, phone lists, spreadsheets, and presentations.
  • Assist COR with tracking and analysis of performance metrics of contract Company in respect to Acceptable Quality Levels (AQLs) set by the government. Maintain all contract documentation for office, and COR as needed.
  • Attend contract meetings as needed. Keep meeting notes of these meetings and distribute to appropriate individuals. Facilitate a collaborative work environment amongst both contract and government personnel.

  • Assist COR with tracking and analysis of performance metrics in respect to Acceptable Quality Levels (AQLs) set by the government.  Maintain all contract documentation for office, and/or COR as needed.
  • Attend contract meetings as needed.  Keep meeting notes of these meetings and distribute to appropriate individuals. Facilitate a collaborative work environment amongst both contract and government personnel.

 Technical Skills:

  • SharePoint administration to include uploading and deleting office/COR files
  • Microsoft Suite
  • May start employment with a Secret clearance, however, incumbent must be able to qualify for a Top Secret clearance within 6 months of date of hire 

Educational and Experience Requirements:

Property Management Specialist III

 This position is located in the Defensive Equipment and Armored Vehicle Division (DEAV) of the Physical Security Programs Office, Countermeasures Directorate (C), Bureau of Diplomatic Security (DS).  The mission of the Defensive Equipment and Armored Vehicle Division is to plan and manage the evaluation, procurement, supply of all protective and special equipment and to plan and manage the armored vehicle program for the Department.  This position may require overseas and/or domestic travel.

 Duties and Responsibilities: 

  • Drafts Standard Operating Procedures (SOP), Task Orders, Memorandums, and weekly logistics reports pertaining to the procurement handling, programing and inventory/accountability of all ST equipment deployed worldwide.
  • Submit and track all Purchase Requests and Purchase Orders submitted by DEAV.
  • Assists with the annual inventory reconciliation of certain geographic regions of DEAV property.
  • Have a basic understanding of all relevant Foreign Affairs Manual and Foreign Affairs Handbook (FAM/FAH) regulations regarding property management and be able to provide relevant assistance to DEAV field personnel.

 Technical Requirements: 

  • Assists in the training for overseas Field Service Representatives and Logisticians on the use of core CMMS (IBM Maximo) and mobile CMMS.
  • Assists with the configuration of all mobile CMMS systems prior to shipment.
  • Interim Secret level security clearance to start is acceptable, however, must be able to obtain a Top Secret Clearance within six months of start date.

 Educational and Experience Requirements: 

  • Associate’s degree recommended but not required.
  • Two years’ experience working in the logistics field.

The Contractor shall provide administrative support to DS designated offices. The Contractor shall possess a minimum of five years’ direct experience. an associate's degree can substitute for two years of direct experience. The Contractor shall be capable of performing the following tasks:

Development Lead (IBM Maximo) 

The Contractor shall support a global deployment of the IBM Enterprise Asset Management application Maximo.  The individual shall assist in CMMS implementation; assist in process definition and development; assist in upgrading functionality of CMMS package through front-end changes; and assist in routine troubleshooting for system upgrades and functionality improvements. The individual shall possess an expert knowledge of Maximo 7; Maximo Workflows; Maximo Cron Tasks; Maximo Application Designer; Maximo Integration Framework, and the TRM’s Rules Manager software suite. The individual shall provide daily direction to a team of Contractor staff to develop, modify, maintain and improve IBM’s Maximo application. The candidate reports directly to a Government Technical Monitor (GTM) and directs the day-to-day activities of five contract staff. 

The position includes the following responsibilities: 

  • Support implementation of Maximo 7.X and above as Enterprise Asset Management solutions;
  • Manage the development performance criteria and advise the CMMS steering committee and GTM regarding all development requirements;
  • Create and improve existing Maximo applications to enhance current operations;
  • Lead and manage development team contractors by providing daily direction and technical acumen to maintain awareness of product enhancements, especially related to vertical specialties and functionality;
  • Recommend, develop and expand usage of under-utilized Maximo functions and ancillary software products which sustain daily operations;
  • Provide daily direction to development contract staff as required by the GTM;
  • Maintain awareness of service solutions, upcoming software releases and patches;
  • Ensure that technical services, such as screen changes, data load/migration and custom programming are delivered as scheduled by the GTM; and
  • Develop requirements documents and solutions for CMMS project documents.
  • Translate business requirements into a detailed functional and technical design
  • Provide support to Business and Mobile team
  • Assist in routine troubleshooting for system upgrades and functionality improvements
  • Perform Senior Developer duties  

Educational and Experience Requirements:  

  • The Contractor shall possess a minimum of a bachelor’s degree and/or possess relevant work experience with IBM Maximo version 7.

  • Administering safety plans in Maximo.
  • Administrating warranty contracts in Maximo.
  • Working closely with customer and operations team management to develop requirements for functionality enhancements to Maximo.
  • Develop workflows in Maximo as required.
  • Assist with regression testing of system enhancements.

1AN Subject Matter Expert (SME) – Budget Analyst

 Responsibilities

Provide support, technical assistance, and advice to contractors, project managers, and program officials in the development of budget and funding related issues for the Department of State (DoS).  Forecast and report on the budget and funding burn rates, actuals versus forecast, for the same programs to contractors, program officials and senior DoS management. 

Budget Activities

  • Develop annual budgets and activity reporting for the various programs within the DoS. for quarterly, mid-year, and final fiscal year reviews;
  • Review and analyze budget requests submitted by divisions to assure that they conform to Diplomatic Security (DS), DoS, Office of Management and Budget (OMB), and congressional requirements.
  • Compile statistical material and prepare exhibits and related background information concerning programs for use by the program manager in briefing senior management.  Includes regular quarterly reporting and any requested special projects.
  • Monitor the execution (i.e. obligation and expenditure of funds via client’s activity code tracking against approved spend plans) of the client’s approved budget to assure that the funds are properly allocated and are being obligated and spent in a timely and effective manner in support of authorized management objectives. 
  • Recommend adjustments, such as redistribution of funds within budget accounts, in response to changes in programs, staff levels, and/or funds available, on a monthly basis and as requested.
  • Exercise budget controls through review and approval of the obligation and expenditure of funds, including payment of contractor invoices.
  • Analyzes and interprets the impact of new legislation, OMB, DoS, and DS policy on the organization’s annual budget, as required.
  • Manage reimbursements for internal transfers and other agency reimbursements. 

Education and Experience

  • A Bachelor’s degree in related field is mandatory.
  • Five years must be directly involved at the senior management level of budget/finance.
  • Must have a Secret Clearance with ability to obtain top-secret clearance.
